Not a fee. It is your own money, deposited with a Canadian bank and released back to you in instalments after you arrive, but it has to leave Sri Lanka before the visa is decided, which is what makes it a cash-flow problem. The threshold for a single applicant outside Quebec is CAD 22,895 for applications made on or after 1 September 2025, and IRCC revises it every 1 September.

A government fee has one published price, and it is linked to the schedule it came from. Flights, agents and settling in are quoted as ranges because that is honestly all anyone can quote.
Converted at the live mid-market rate, which is not the rate your bank will give you. Budget a few percent above what you see here, and re-check the day you pay.
